I understand the structure, but I’m not sure what you mean. If I want to send the information contained in StudentPlacement to represent the student’s specialized instruction (ServiceCategory=”S001”), I need a Service/Code value that minimally maps to something like “Special Education” or “Specialized Instruction”. Some kind of a placeholder. “Other” implies some other service, and it’s way too generic--it just seems that there ought to be a specific one for instruction. Especially since it’s so critical to state reporting. Don’t you think?

I think all the transition ones are there (Independent Living, etc.), and we seem to have covered the range of related services. However, it looks as though our "instruction" is broken out into math / reading / science / etc. under Title I, and you'd know by the student's participation record that it was special ed and by the setting in the placement record whether it was pull-out or a separate class.
Meanwhile, fallback position is to use "Other" in combination with the appropriate state code for instruction. Many codes have been added to support this.
