What code would you use for StudentPlacement/Service/Code to represent Learning Support or Life Skills Support?

Question:

What code would you use for StudentPlacement/Service/Code to represent Learning Support or Life Skills Support?  I figured, since the code sets are not that specific, you’d use a generic code to represent specialized instruction and get state-specific in OtherCode.  But none seem to fit properly.  The only one that’s close is AIS, but it’s listed under the Migrant Students Served codesets, so it seems misleading.

Answer:

The structure of the objects is such that services ("Placement") are attached to a particular program profile ("Participation").  Typically, even non-special ed programs have some sort of plan and a timeframe (so plans and their associated services expire).  Therefore, rather than repeating "special ed" in the service, you know that it's special ed because it's attached to a special ed participation record and plan.  So the service codes themselves don't say "special ed".  
In addition, the other reason that we did this is that services are not necessarily specific to a particular program.  Although most special ed services are provided only to special ed kids, some (like "Counseling") can also be provided to general ed kids being serviced under one or more other programs; and this tends to be even more the case for the services provided under other programs.  The main reason that we provided a source for the codes we've identified so far is to set a context so that people have some idea of the kinds of services that are possible for a given program, and know where we got them!  I expect that we're going to have a number of additional services and service overlaps between programs identified over the next year or two, particularly as states / districts begin to implement "Response to Intervention" programs for "struggling learners" -- and start tracking them for reporting purposes.
