In StudentParticipation/ProgramType, which codes represent Title I services? Or is that the wrong place to look?

I’m going to answer this one in two parts: first some general background about our objects, and second some specific codes and where to find them 

SPWG has two objects that describe a student’s participation in a program: StudentParticipation and StudentPlacement. StudentParticipation is really oriented toward supporting state reporting by providing a snapshot profile of the student’s participation in a specific program as of a particular date. It identifies the program, the student’s status in that program, and the type of plan developed (if any) as well as a set of key dates, such as initial referral, initial eligibility, date of the most recent plan developed, date of exit from the program, etc. Some of the dates will never change (e.g. date of initial referral); some may change annually or more often. StudentPlacement is used to identify the specific services prescribed or recommended in the plan – at least one instance of the object is used to identify each service provided. Typically there would be one instance of the object for each service, but it is possible to have multiple instances of the object for a given service. For example, if a service is to be provided in multiple settings (e.g. the student may receive counseling in both a group setting and a one-on-one setting), two instances of the object would be provided for the counseling service. We did the best we could to develop an initial set of code sets and values for the programs we identified; but my expectation is that as the objects get used, SIFA members will tell us about additional ones that are needed!
 
Within StudentParticipation, we have provided the following ProgramType code values for programs that we knew were Title I:
 
From NCES 0274, “Student / Family Program Type”
0245 – Migrant early childhood program
0253 – Compensatory education for disadvantaged students
2389 – Even Start
0263 – Programs for migrants during the school year
0265 – Programs for migrants during the summer
 
From NCES 0229, “Program Type”
1900 – Student retention
2300 – College preparatory / Advanced placement
 
We also added some, based on other programs that we knew about:
S001 – Supplemental education services
S013 – Neglected and Delinquent
S014 – Reading First
 
And if we’re missing something, it’s possible to use:
9999 – Other
 
One general Title I comment: it’s our understanding that Title I funds can be allocated in two ways: One is for a school-wide program, for which there is no tracking of specific services for individual students because the funds are used at the school level to benefit all students. The second is for individual students (some students at the school are Title I eligible, but not all). In the second instance, specific services provided to individual students are tracked, and it is possible that information about those students and services will be available from a “special programs” application.
 
We defined some TitleI-specific values for ProgramFundingSource:
S001 – Education for the disadvantaged
S008 – Migrant
S010 – Neglected and Delinquent
S013 – Reading First
S022 – Supplemental education services
 
Again, it’s possible to use “9999 – Other” if the specific funding type is not included in our list.
 
Within the StudentPlacement object, we have two elements that may be helpful: Service and ServiceFundingSource.   We were unable to find a set of Title I service codes in the NCES Handbooks, so we developed a set of our own (code values S001 through S017). 
ServiceFundingSource uses the same code set as FundingSource in StudentParticipation. 
 
It is our understanding that for the purposes of tracking services provided under programs other than special education, it may not be necessary to track anything about the service other than what it is and what school is providing it. You’ll note that the object allows for a minimum amount of information although more details can be optionally provided.
